*Mini-explainer: What’s a House “rule”?

The Speaker controls the House of Representatives through maintaining a seemingly all-seeing, iron grip on the Rules Committee, which is (mostly) stacked with the Speaker’s faithful lieutenants.

Before any bill can come before the full House, the Rules Committee sets up parameters of floor debate, ie how much time each party has to debate, how many amendments are allowed to be offered, which amendments will be voted on, etc.

With 435 House members, imagine if each member offered an amendment at once…

SCENE: Sen. Tim Scott’s walking through the Capitol’s dingy basement as he makes his way to the Senate floor.

The Banking Committee Chair bumps into Ask a Pol’s Matt Laslo who just left the House of Representatives after the far right wing of the GOP protested — one of numerous protests throughout the week by Freedom Caucus members and their allies that ground the chamber to a halt — and threatened to derail party leader’s fabled #CryptoWeek.

Matt Laslo: “There was some drama over in the House yesterday.”

Tim Scott: “Is that right? What happened?”

ML: “The crypto thing?”

TS: “No, tell me about it.”

ML: “The ‘rule’* went down.”

TS: “Man.”

ML: “You didn't hear about that?”

TS: “I did.”

ML: “What are you…?”

TS: “I figured you know more than I know, so I was gonna get the real stuff from you.”

Scott enters elevator, as Laslo keeps traversing the marble halls looking for more lawmakers to interview…
